Ukraine finds itself at a dire moment. President Volodymyr Zelensky is visiting Washington D.C. this week, the BBC reported, making an "impassioned plea" for continued American aid in his country's war against Russia. "Ukrainians haven't given up and won't give up," he said. But Congress is stalemated on the issue. 

Which raises a question: Can Europe step up if the U.S. backs off its military support of Ukraine?
